About the position
The State of Ohio Department of Health (ODH) is seeking a senior-level IT Consultant 3 to serve as a Subject Matter Expert (SME) in Public Health Management Information Systems , with a strong preference for Immunization Program experience . This role will support the Bureau of Infectious Diseases and the Office of Management Information Services . Junior candidates will not be considered.
Responsibilities
• Support ODH Immunization Program and ODH IT in drafting an RFP for the State’s Immunization Information System , following State of Ohio guidelines.
• Lead and advise on business requirements gathering and documentation .
• Provide technical leadership related to system architecture and platform migration.
• Advise on vendor management implications post-contract award.
• Contribute to quality assurance activities , including metrics, best practices, and process improvements.
• Review interim and final deliverables to ensure compliance with approved standards and procedures.
• Advise on evaluation processes , including SLAs, Data Recovery Plans, and vendor documentation .
• Identify opportunities for process improvement, growth, and resource optimization throughout the contract lifecycle.
• Mentor and share knowledge with State staff.
Requirements
• 6+ years IT project consulting experience in Public Health Management Information Systems
• 6+ years developing Business Requirements for IT systems
• 6+ years IT project leadership experience
• 6+ years vendor management experience
• Proven experience developing and overseeing RFPs for the State of Ohio
• Direct experience creating RFPs for ODH , including all required sections
• Knowledge of ODH departments and ability to collect RFP requirements from impacted users
• Experience with RFP oversight at OPDH
• Excellent written and verbal communication and leadership skills
• Strong collaboration, negotiation, and influence skills
• Advanced analytical, planning, problem-solving, and decision-making abilities
• Experience defining and enforcing quality standards and processes
• Ability to track progress, manage risks, and ensure timely closure of action items
• Strong organizational skills with a proactive approach to issue resolution
• Bachelor’s degree (4-year college degree) or equivalent technical education
