About this Position:
Job Title: SAS/R Statistical Programmer
Responsibilities:
• User Support: Guides the community in using Business Intelligence (BI) and OLAP tools for data extraction and reporting.
• Query Optimization: Reviews and modifies queries to resolve performance issues and ensure system efficiency.
• Report Development: Participates in designing reports and creating comprehensive user documentation.
• System Maintenance: Monitors usage, manages tool upgrades, and ensures the security and interoperability of front-end components.
• Data Oversight: Coordinates metadata, supports production systems, and applies data modeling and architectural methodologies.
• Economic Research: Applies economic theory and quantitative methods to analyze labor market dynamics and workforce trends.
• Advanced Analytics: Utilizes econometrics and predictive modeling to forecast employment needs and identify key trends.
• Policy Evaluation: Assesses the impact of workforce programs to provide evidence-based recommendations for decision-makers.
• Technical Communication: Translates complex data into actionable insights through dashboards, reports, and stakeholder presentations.
• Project Management: Leads research projects independently while collaborating with state agencies and industry partners.
Knowledge, Skills, and Abilities (KSAs):
Knowledge
• Principles of microeconomics, macroeconomics, and labor economics.
• Knowledge of the policies established in the Workforce Innovation and Opportunity Act (WIOA).
• Knowledge of State's WIOA implementation and the 2021 REACH Act.
• Statistical software (e.g., R, SAS, Stata, Python) and data visualization tools.
• Survey design and sampling methodologies.
• Longitudinal data analysis of program participants.
• Economic impact analysis and cost-benefit evaluation techniques.
Skills:
• Advanced quantitative and qualitative research skills.
• Data cleaning, integration, and analysis using large administrative datasets.
• Econometric modeling and forecasting.

Staff Qualification:
• Associate's or Bachelor's Degree or technical institute degree/certificate in Computer Science, Information Systems, or other related field, or;
• Equivalent work experience (A minimum of seven (7) years of IT experience, including five (5) years of experience in business intelligence tools and systems, and/or five (5) years of experience with economic and/or statistical analysis).
