Job Summary:
We are seeking an experienced Project Manager to support the Veterans Health Administration (VHA) Restructure for Impact and Sustainability Effort (RISE), a large-scale enterprise transformation initiative impacting over 9 million Veterans. This role will provide direct project management support across multiple implementation workstreams, ensuring alignment, coordination, and successful execution of transformation activities.
The Project Manager will work within a structured governance model, supporting executive leadership, cross-functional teams, and implementation sprints to drive measurable outcomes and operational improvements.
Primary Responsibilities:
Key Responsibilities
Project Management & Execution
- Manage day-to-day execution of assigned workstreams and initiatives
- Track milestones, deliverables, dependencies, and risks
- Develop and maintain project plans, schedules, and dashboards
- Support development and updates to the Contractor Project Management Plan (CPMP)
- Ensure alignment with sprint-based implementation phases (Plan, Assess, Implement, Evaluate)
Stakeholder Coordination
- Coordinate with Executive Steering Team, sponsors, and business leads
- Facilitate meetings, working sessions, and stakeholder engagements
- Provide clear communication across VHACO, VISNs, and cross-functional teams
Reporting & Performance Monitoring
- Prepare bi-monthly status reports, including:
- Progress updates
- Risks and issues
- Planned activities
- Maintain budget trackers and resource utilization reports
- Support performance monitoring and KPI tracking
Risk & Issue Management
- Identify, track, and escalate risks and issues
- Maintain risk registers and dependency trackers
- Recommend mitigation strategies and corrective actions
Cross-Functional Integration
- Coordinate with Workforce Management, Finance, and other support functions
- Ensure integration across multiple implementation workstreams
- Support change management and communication efforts
Minimum Qualifications:
Education
- Master’s degree required
Experience
- Minimum 10 years of relevant experience, specifically:
- Healthcare systems or integrated healthcare environments
- Program planning, execution, and delivery
- Large-scale organizational or operational initiatives
Certifications
- PMP certification (or equivalent) required/preferred
- Minimum 6 years supporting large organizations or government agencies
Domain Expertise Requirements
- Strong knowledge of:
- VHA structure and operations (preferred)
- Healthcare program implementation
- Federal program management environments
The Program Manager must demonstrate:
- Ability to manage complex, multi-workstream programs
- Strong leadership and coordination across stakeholders
- High responsiveness and ability to handle short timelines and rapid-response needs
- Expertise in risk management and performance monitoring
- Strong communication skills with senior leadership/executives
- Ability to operate in an advisory (non-decision-making) capacity
