Carbon Zero (CZB) is a General Contractor specializing in clean energy and building electrification. We are currently launching two major multifamily residential retrofit projects in Mountain View, CA (Luna Vista and Eagle Park) involving the installation of central heat pump water heaters, electric dryer circuits, and rooftop units (RTUs).
These projects are funded through the Silicon Valley Clean Energy (SVCE) grant program and LIWP. While the projects fall into a "gray area" regarding mandatory DIR public works registration for multifamily residential, we are taking a "cautious approach." We intend to ensure all subcontractors are paying published prevailing wages and maintaining records as if they were under full DIR compliance.
We are seeking an experienced Prevailing Wage Consultant to manage subcontractor compliance, audit payroll, and ensure our documentation meets all grant milestone requirements.

Key Responsibilities
•Compliance Strategy: Advise on the legal necessity of DIR registration vs. "shadow compliance" (maintaining DIR-standard records without formal system entry) based on California Labor Code 1720 and specific grant terms.
• Wage Determination: Identify and verify the correct wage classifications for all trades involved (Plumbers, Electricians, Sheet Metal Workers, etc.) for the Mountain View area.
• Subcontractor Management: Act as the primary point of contact for subcontractors regarding PW questions; ensure they understand and meet their reporting obligations.
• Payroll Auditing: Review subcontractor certified payroll records (CPRs) and backup documentation to ensure wages and fringe benefits meet or exceed published DIR determinations.
• Grant Disbursement Support: Assist in preparing the "backup documentation" (including proof of PW compliance) required for SVCE milestone payments.
• Tool Management: If required, manage or oversee the setup of LCP Tracker or similar compliance software for these projects.

Required Qualifications
• Expertise in California Public Works: Deep knowledge of California DIR (Department of Industrial Relations) regulations, Labor Code Section 1720, and the Davis-Bacon Act.
• Experience with Grant-Funded Projects: Specific experience with utility-funded or state-funded grant programs (like SVCE, LIWP, or TECH) is a major plus.
• Multifamily Residential Background: Understanding of the specific nuances/exemptions regarding prevailing wage in multifamily residential housing.
• Software Proficiency: Experience with LCP Tracker, DIR’s online portal, and standard payroll auditing tools.
• Detail-Oriented: Ability to catch discrepancies in fringe benefit contributions and apprentice-to-journeyman ratios.

Project Details
• Location: Remote (Projects are based in Mountain View, CA).
• Duration: Project construction is slated to begin in March 2026 and will continue through the end of the year.
• Phasing: We anticipate early completion of water heaters and dryer circuits, followed by RTU replacements in the latter half of the year.
