About the position The City of Portland is seeking a limited duration Employee Benefits Analyst (HR Analyst I) to support the Health & Financial Benefits team within the Bureau of Human Resources. This role involves assisting City employees with benefits eligibility, enrollment, and compliance, while also developing communication strategies and administering specialized benefit programs. Responsibilities • Collaborate with Benefits team members to determine benefits eligibility and review enrollment and qualifying events. • Conduct enrollment audits and resolve discrepancies, providing customer service to employees. • Process benefit deductions for final paychecks and invoices for payment. • Create comprehensive strategic communication programs in print and digital formats. • Identify and facilitate innovative ways to communicate benefit information effectively. • Monitor compliance for Health & Financial Benefits by researching updates and developing procedures. • Host New Employee Orientation, open enrollment presentations, and other educational opportunities. • Administer specialized benefit programs, including the City Preventive Care Initiative. Requirements • Experience applying principles and practices of human resources administration, preferably in benefits administration. • Ability to implement and administer specialized employee benefits programs. • Ability to learn and apply State, Federal, and City rules and policies for benefits compliance. • Ability to facilitate benefits outreach and education to diverse stakeholders. • Experience with standard office practices and procedures, including typing and scheduling.
